International University successfully organized the Conference to elect members of the University Council for the term 2020-2025.

On the morning of June 18, 2020,  International University (VNU-HCM) successfully organized the Conference to elect members of the University Council for the term 2020-2025. 225 delegates elected from 444 University staff members attended the conference. Dr. Tran Tien Khoa – Rector – chaired the Conference.

Opening the Conference, MSc. Tran Quynh Hoa – Head of Office of Human Resources Management – declared the reasons for organizing the Conference. The conference is held with the aim of electing members of the University Council to renovate the organization and management system, improve the quality and performance of the university.

Dr. Tran Tien Khoa – Rector – chaired the Conference to elect members of the University Council for the term 2020-2025

According to Dr. Tran Tien Khoa – Rector, chairman of the Conference, the University Council is the governing organization, to exercise the rights of the owners and relevant stakeholders. Dr. Tran Tien Khoa emphasized 10 responsibilities and rights of the University Council:

1. Make decision on the university’s strategies, development plan and annual plan; the policy of developing a university or merging it with other universities;
2. Issue organization and operation regulation, finance regulation, democratic regulation in accordance with the provisions of this law and other provisions of relevant laws;
3. Decide on admission, new programs, joint training, scientific and technological activities, international cooperation; quality assurance, and cooperation with enterprises;
4. Decide on the organizational structure, labor structure, establishment, merger, division, splitting and dissolution of university units; issue the list of job positions, standards and working conditions for each position; regulations on recruitment, employment and management of lecturers, staff members in accordance with the provisions of law;
5. Decide and submit to the management agency to issue decisions to recognize, dismiss rector; to appoint, dismiss vice rectors on the basis of proposals of university rector; decide on other management titles determined by the organization and operation regulations of the university; organize the annual performance evaluation of the University Council President and University rector mid-term or irregularly according to the regulations of the university;
6. Decide policies to attract investment capital; tuition policy, financial support policy; finance plan; annual financial report, financial settlement report for lawful revenue of the university;
7. Decide on the policy of investment and use of valuable assets under the authority of the university in accordance with the organization and operation regulations of the university; decide the salary, bonus and other benefits policies of the university’s leaders and managers according to the results, efficiency and other issues in accordance with the organization and operation regulations of the university;
8. Supervise the implementation of the University Council’s decision, the compliance with the law, the implementation of democratic regulations of the university and the accountability of the university rector; supervise the management and use of finance and property of the university; deliver annual report on the results of supervision and performance of the University Council;
9. Comply with Laws; Be responsible to the competent governing body and other stakeholders for the decisions of the University Council; make information public and transparent, reporting regime; accept the inspection and examination by the competent authority; give explanation within the University Council’s responsibilities and powers; accept the supervision of society, individuals, and institutions within the university;
10. Exercise other responsibilities stipulated in the organization and operation regulations of the university.

225 Delegates representing 444 Staff members from International University attended the Conference

17 members of the University Council was voted in the conference. Among the members, there are 4 core members (Secretary, Rector, Union President and a student representing Youth Union Executive Committee). Lecturers’ representatives are 5, which account for at least 25% of total members. Staff members’ representatives are 2. Members outside the University account for at least 30% of the total, including 1 representative of senior leadership and 5 representatives of social community.

+ Core members from the University: Dr. Ho Nhut Quang, Secretary of the Party Executive Committee of International University, Dr. Tran Tien Khoa, Rector, Ms. Hoang Van, President of Union and Do Quoc Dat, student (School of Biomedical Engineering) representing the Youth Union.

+ Representatives of lecturers: Assoc. Prof. Dr. Nguyen Van Thuan (Dean, School of Biotechnology), Assoc. Prof. Dr. Nguyen Van Phuong (Head, Center of Higher Training Public Administration), Assoc. Prof. Dr. Phan Bao Ngoc (Head, Department of Physics), Dr. Nguyen Van Hop (Head, School of Industrial Engineering and Management) and MSc. Tran Van Su (lecturer, School of Electrical Engineering).
